GREENLEE COUNTY BOARD OF SUPERVISORS
CLIFTON, ARIZONA
MARCH 18, 2026
The Greenlee County Board of Supervisors met on this date in regular session in the 2nd floor Conference Room, Courthouse Annex, Clifton, Arizona with the following members present: Dixie L. Zumwalt, Chairman; Hector Ruedas, Member; and Donald R. Stacey, Member. Also present were Deborah K. Gale, County Administrator/Clerk of the Board and Yvonne Pearson, Assistant Clerk of the Board.
Chairman Zumwalt called the meeting to order at 4:15 p.m. and led those present in the Pledge of Allegiance.
Under Call to the Public, Mr. Ron Casper of the Arizona Department of Transportation updated the Board on the status of several road construction projects in Greenlee County. He stated that the Gila River Bridge project in Duncan is completed and that dedication ceremonies will be held on April 3, the Wards Canyon Bridge project is scheduled to be paved in April and should be completed in July or August. Mr. Robert Winrow, Resident Engineer, reported that the Highway 191 project through the Black Hills is on schedule and will be complete in June, 2003. Supervisor Ruedas commended the construction company working on the Highway 191 project for the timely job they are doing and the minimal amount of delays. Chairman Zumwalt expressed her gratefulness for the work on the Gila River Bridge.
Undersheriff Frank Montoya, requested consideration of approval for the implementation of a Deputy Cadet Program and presented a plan to the Board. He stated that the program would be used to fill vacancies if no qualified applications have been received. Ms. Gale reviewed the program as follows: the position is a part-time position with no eligibility for county benefits until successful completion of the AZPOST certification; hiring will be done on a case by case basis requiring the Sheriffs Office to show that they have exhausted all options in recruiting certified personnel and requires approval by the Board; hiring guidelines currently in place must be used; the position will be paid at 10% less than the lowest sheriff deputy pay range, 14A; pay begins upon entry into AZPOST academy; full time begins upon successful completion of the academy. Ms. Gale stated that the County Attorney had reviewed the program as presented and recommended the following amendments: immediate termination of the hired cadet should the cadet leave the academy under any circumstances, to clarify that the probation period of the cadet will begin upon full time status; cadet will be paid 40 hours a week with no travel or per diem reimbursements. Upon motion by Supervisor Ruedas, seconded by Supervisor Stacey and carried unanimously, the Board approved the implementation of a Deputy Cadet Program with amendments.
Upon motion by Supervisor Ruedas, seconded by Supervisor Stacey, and carried unanimously, the Board tabled the award of bid on two patrol vehicles for the Sheriff's Office pending further information. The Board requested information to distinguish the difference between a police package vehicle and a regular vehicle. They also stated that the bid specs were too broad and the bids received were for different sized vehicles which were uncomparable. The Board also requested validation for the need of two vehicles of this type for the Sheriffs Office. Bids were submitted as follows:

Approval of Restrictive Covenant on 60 acres for the Loma Linda Landfill Chairman Zumwalt stated that she will be attending the Arizona/New Mexico Coalition of Counties meeting this week on Friday and Saturday in Safford. She attended the Governor's Healthy and Safe Forest Seminar in Prescott which had an overflowing turnout. She stated that many issues and concerns were addressed relating to the current drought conditions and last years fires.
Kay Gale, Administrator, stated that House Bill 2315 concerning Greenlee County's expenditure limitation had passed the House and is now scheduled for hearing from two Senate committees; the finance committee and the government committee. She stated that the JLBC Budget proposal for fiscal year 2003-2004 would mean a $470,000 cut to Greenlee County.
There being no further business to come before the Board of Supervisors, upon motion by Supervisor Ruedas, seconded by Supervisor Stacey, and carried unanimously, the meeting was adjourned at 5:35 p.m.
